High HAARP

Did you know that ~
HAARP is at its highest frequency in the mid-Atlantic and eastern New
England region.

According to Weather.com, the storm brings together five weather events:
• A Northbound hurricane
• A winter storm front
• A blast of Arctic air from the North
• High tides that worsen flooding
• Combination of high winds and heavy snow
I'm wondering if his storm could be engineered.  Why not?  The 'swing'
states (FL., NC, VA., NH, OH) seem like they are in the direct path of
it then not, then they are, then not.  
 What do you think?
